At Land Matters, we’re proud to be part of the Ministry of Education’s Property Programme and Project Management panel.
As a company based in Ōtaki, our team not only works in the region but also lives here. Many of us have children in schools across Kāpiti, Horowhenua, and Manawatū-Whanganui. This connection means we care deeply about supporting schools to create the best possible learning environments.

Plan and Scope Your Project
Every project begins with a clear plan. We work with your school to understand your needs, align the project with your 10-Year Property Plan (10YPP) and the funding available through your 5-Year Agreement (5YA), and liaise with your Ministry Property Advisor. This ensures the project is well defined, budgeted correctly, and set up to succeed from the start.
-
Manage Procurement
Procurement rules vary depending on the size and value of the project. We make sure the right process is followed: whether that means direct engagement, seeking multiple quotes, or running a full tender through GETS (Government Electronic Tender Service). Our role is to prepare the documentation, invite suitable contractors, and manage the evaluation so schools can be confident they are achieving compliance and value for money.
-
Oversee Construction
Once works begin on site, we take responsibility for coordinating the contractors and monitoring progress. We make sure works are planned around the school calendar, often scheduling major tasks for holiday periods. Health and safety is always a priority, we review Site Specific Safety Plans (SSSPs), check compliance, and ensure the school environment remains safe. We also track costs and quality so the finished result meets Ministry standards.
-
Keep Everyone Informed
We act as the link between the school, the Ministry, contractors, and consultants. Regular updates mean Boards, Principals, and staff always know what’s happening and when. If unexpected issues arise, we provide clear advice and options so decisions can be made quickly and confidently.
-
Protect Your Interests
Our role is to safeguard the school’s interests throughout the project. That includes managing risks, resolving contract queries, and ensuring the project is delivered on time, on budget, and to the expected quality. We also check that the right documentation, warranties, and compliance certificates are in place before the project is handed over.
