Land Matters has provided support to Toitū Tairāwhiti as part of an iwi-led, region-wide housing programme. The initiative aims to deliver 201 affordable homes with a strong cultural and regional identity.

  • Supporting iwi-led housing delivery across Tairāwhiti

    Our role centred on contributing to the refinement of Toitū’s existing project management system, particularly communication, milestone tracking, and MHUD compliance. While Toitū Tairāwhiti led the broader governance and delivery, Land Matters contributed technical input to help build the foundations of a fit-for-purpose programme management system. Our involvement included supporting the creation of adaptable templates and processes that better enabled programme oversight across geographically dispersed teams.

  • Designing frameworks to serve people, place, and purpose

    Land Matters worked alongside iwi partners, delivery teams, and governance stakeholders. Our Services included:

    • Input into the development of project management frameworks and tools
    • Assistance with risk templates and delivery checklists
    • Contribution to dashboards for milestone and financial tracking
    • Support in designing live communication and reporting tools
    • Guidance on aligning systems with cultural context and MHUD reporting
    • The systems were designed to be simple, adaptable, and accessible, supporting multiple parties working across a large and geographically varied region.
  • Navigating complexity through co-design and commitment

    Key Objectives included:

    • Assist in creating project management tools
    • Support visibility and reporting through cost and milestone tracking tools
    • Incorporate regional delivery insights and cultural considerations into planning
    • Help Toitū meet MHUD reporting and funding requirements
  • Delivering frameworks that support iwi self-determination

    Helping to build systems part-way through programme delivery demands flexibility and collaboration. We found that even modest tools can add real value when they are grounded in local context and designed in partnership with delivery teams. Listening, adapting, and working alongside Toitū’s strong internal leadership were essential to supporting this iwi-led housing effort. Key Outcomes included :

    • Fit-for-purpose Tools Adopted: Elements of our system inputs were integrated across several delivery teams, helping enhance visibility and consistency.
    • Culturally Grounded Insights: Our contribution supported the incorporation of cultural delivery practices and regional needs into project tracking.
    • Improved Reporting Alignment: Feedback loops and simplified compliance tools helped reduce administrative burden and strengthened funder engagement.
